He is the central character of this game. He is usually referred to as "Marquis de Hentai", or more simply, "Marquis". He is an unbelievable pervert whose taste ranges from being narcissi, an exhibit, masochist, transvestite and a habitual lingerie thief, to myriad others. And he draws yaoi (gay) mangas.
He always keep "aphrodisiac aojiru" (aojiru is a greenish Japanese grass extract drink which tastes awful). He has an annoying habit to fall in love with himself by having a sip of aojiru while looking into mirror. His outlook is, after all,very handsome.
He is supposed to be a noble from Cockroach clan, the lowest clan, but we are sure he does not own land or something. He stupidly boasts "one who does not live in fixed place is regarded as highest among Cockroaches". He began working in the King's palace when no one was certain, but his habit to strip off completely during labor hour was already regarded as one of many problems of him.
One day, he published a yaoi manga called Silver Saliva-drewl Swallowtails. When Sumeragi saw its hard-adult-women's-only contents which feature young and handsome Sumeragi and Ginji, Sumeragi instantly grew rage (it reminded him of what happened 600 years before). Marquis de Hentai fled the palace soon. Ginji is still keeping this doujinshi manga, saying "Me is pictured really lovely in this." Marquis is often seen in doujinshi fairs.

After some time, he, who is now imbued with power of Yumekazu, the fool god who created world of fairies, returns to Hypnotic City. Sumeragi, who ended the Minion War 600 years before with help of Dreamdiver Ginji in future world, acknowledges that Marquis's return marks the day when his world ends. He at least had been trying to counterattack by hiring defense force, one of it Kamako.
Sumeragi in fact did have bad premonition about the fact Marquis's name is same as that of boss of enemy, Marquis de Hentai, whom he never had chance to encounter in 600-years earlier war...
People (including Sumeragi) in 600-years earlier era believes Marquis de Hentai, whom Minions of Muscle insists as their boss, as a terrible bad guy who is present somewhere in their time. This is because a time-space conduit that was formed by dreamdiving of Ginji (young, in future) is letting the Marquis's enormous pervert energy to flow to the past.

Marquis has eye-popping magic skill which is used for pervert purpose only. All his magics are extreme, like teleporting into cockpit with Tamako in, or like materializing magic skateboard then lying on it to snatch the underwears inside girls' skirts.

Marquis is, in reality, is a manifestation of Yumekazu, the Creator of fairy world who was a fool. Marquis himself is not conscious it, though.

This character does have "win-lose graphics", but they were simply ripped from anime demos.

Sephiroth in FF7 will be a good reference.
"Best lingerie" he is donning in Stage 6 (vs-Tamako) stage should be luxurious as much as possible.
His basic clothing is simple - red robe and bare feet.
His aojiru grail is archaic and delicately engraved.

I had little influence on his outlook, in fact.
He is one of earliest characters along with the Grappler and Keeper, and his hood in anime demos is one of reminders from his early design. At that time, he was supposed to be "quite small when he is covered with hood", and he was simply an evil final boss who actually sends Minions of Muscle to the Grappler and Keeper.
His details like blue skin, pointed ears, and silver hairs owe almost totally to GFXer's discretion.
The character "A" on his hood is reminder of his early name, "Akumu".

His character being a "total pervert" is absolutely to my own taste (smile).
However, I made his perverseness as jokingly as possible by avoiding "direct physical contact" factor as much as possible.

Since he appears merely to serve his role, his true identity is unknown. Like Nusumi, he has no humane perspective, so he is quite useful as my plot device.
Though the Genesis about Yumekazu the Creator was invented in early stage of my development, it was far more later that I decided Yumekazu to be Marquis de Hentai himself.
In the game, his presence fades greatly after appearance of Dreamdiver Ginji. Well, Marquis is a farce character after all, and I don't think he suits seriousness brought by people like Yumemashougun.
In old settings, as the anime demo indicates, he was an ally to Yumemashougun.
