This stage describes what the Hypnotic City Defense story was all about. It was the revenge of ancient sisters towards the evil king. And it was the battle between fairies in current world vs fairies in past.
The Grappler bestows her wish to Prototype Deku,the meek-minded robot, and dies 10 years later after her sister, the Keeper, was turned into Rei (see Stage 10). Many years later, the Grappler's strong death wish reverbetrate with sorrow of Rei (the fact Kamako told her about Rei's birth is mentioned in Stage 7), causing mass-production of dekus, and let spirits of past fairies possess such mass-produced models. This means, past fairies are fighting with modern fairies, taking them as Minions of Muscle.
In the end, Kamako the killer maniac decapitates the Keeper, who regained her memory, putting the hideous end to this stupid war. The fact even Kamako has a dear one - Tenten - conforms theme of Hypnotic City - the intimate ones.

The title of this stage, "The Steel Angel", stands for Yumemashougun, but at the same time Prototype Deku.
